How can the State Dept. affect a divorce proceeding between a husband (American) and wife (Swedish).
The couple with two kids, ages five and one moved

Additional Details:
from Sweden a year ago to start a new life here in California. Does the Hague Convention applies to
this divorce filed in California by the husband? Do the kids need to go back to Sweden? Please help!
