If my ex takes my child out of state, do I need to continue to pay child support at the same rate?

Yup, you sure do. If you think a reduction of child support is appropriate for any reason, you need to petition the court and ask for it. Acting unilaterally to pay less than the court has ordered you to pay is asking for trouble in the form of interest, payment of attorneys' fees, and possibly even jail time or suspension of your licenses.
