More details to this question:
I have durable power of attorney and need to know how to effectively use it to allow my mother to enjoy the rest of her life in peace and free from a filthy and unstable home environment, because of the drugs and the unsavory people that my sister allows into the home. My mother is 87 and does need help in the home, but no agency will allow their employee''s to come into an drug environment with the potential of harm present!

You need to go to the District Magistrate that covers your mother's home area and start eviction proceedings.  As her Power of Attorney, you can act in your mother's place.
